Wow that guy sure has found some awesome stuff! I have been following some evidence of some Celt cultures that came up the Arkansas river to at least to Tulsa Oklahoma area but I think there is evidence they came up the Arkansas into what is now Colorado possibly up to Pueblo, CO. I'll post some links when I get the chance.

So if I was to find artifacts like these in the field I would need a special permit to dig them up, right? Even then, it's automatically the states property, or am I understanding this wrong?

I think Land Status would be a big factor on who owns it. As far as digging them up on public lands open to mineral entry, that's not a area of research that I have look into much, but I should.
