Bankhead Jones Farm Tenant Act

If a plot of land shows surface management by BLM and also Bankhead Jones, does anyone know of any restrictions posed by the Bankhead Jones Act as far as mineral rights? If there is no private property or existing claims, is this land fair game?

From what I've gathered its grazing land donated to the state. I do believe its a no-go. Call blm for a definitive answer though.
