Honestly, that 'article' reads a bit like some CT nonsense. I read through http://www.doi.gov/budget/appropriations/2..._KS20120215.pdf which is not a bill, it is just Salazar talking about all their plans... I see something about a new 'lease' structure for hard rock mining, but that's all.
