I received this letter from the BLM 7/18/2012. It explains the new fees that are upcoming. It looks like it going to poke the association claims if you don't go with the waiver. Sorry that it's a pdf but I had trouble scanning it.

These "fees" will put some miners out of business. Trust in the waiver option for large placer claims assumes too much risk for my taste.

Looks like possibly a lot of claimed land is going to 'open up' over the next couple years with those fees. Is there anything government doesn't destroy?
