That is a shame that these county officials don't have a clue, BUT IGNORANCE OF THE LAW IS NO EXCUSE!, It's the folks that are prospecting/rec-panning that are responsible for their actions, it's their responsibilaty to know who owns the land/mineral rights not the county government, so the county is stepping out of authority to say it is ok or not, these individuals should know before even sticking a shovel in the ground first. We have some of the same issues in the denver area as well, but most the mineral rights have been withdrawn from mineral claim or can't be claimed because it doesn't fall under the 1872 mining laws and such because the land is NOT publicly held trust lands for the people(private), BUT, the lands are still under ownership and you can't just go dig up someones property because it is not posted, in Colorado a land owner is NOT required by law to post their property, it's up to the individuals to know the ownership and boundy's, it's writen in the CRS of the state. You guys are right someone is going to get into trouble, the individual brakeing the law.
